Training program on “Advanced Project and Contract Management for Construction Projects” 3-10 October 2016

This  Six (6) days  professional  development  program  on  ‘Project  and Contract Management for Construction Projects’  is prepared  in  response to a  recent  request  from  Bhutan Power Corporation Limited, Thimphu, Bhutan for a proposal for the professionals of Bhutan Power Corporation Limited and a request from the National Pension and Provident Fund, Bhutan.

The course is designed to cover tools and techniques used in project management with emphasis on contract and arbitration of projects. The training program will be geared towards the need of the engineers engaged in the development of power sector.

It is expected by the end of this course the participants will be able to know:

  • Project Time Management
  • Project Cost Management
  • Budgeting the Project
  • Evaluation of Capital Projects
  • Settle of Disputes

Bhutan Power Corporation Limited (BPCL)

Bhutan Power Corporation Limited was launched as a public utility on the 1st of July 2002 with the mandate of distributing electricity throughout the Country and also providing transmission access for generating stations for domestic supply as well as export. One of BPC’s basic mandate was to not only ensure that electricity is available to all our citizens but to also make sure that it is reliable, adequate and above all within the means of all consumers.

BPC started with 1193 employees with 967 employees joining from DoP and 226 employees from CHPC. BPC is the largest corporation in the Kingdom of Bhutan with a human resource size equal to almost 9% of the total Civil Services strength. It is the sole provider of electricity in the Kingdom with operations spread in 19 Dzongkhags. For economic growth to take place sufficient supply of electricity is an important prerequisite and our mandate provides a direct link to achieving the national goal of Gross National Happiness.

National Pension & Provident Fund (NPPF)
On March 30, 2000, the Royal Government created the National Pension & Provident Fund (NPPF) of Bhutan as an autonomous
organization responsible for the management and administration of the Civil and the Armed Forces old age retirement plans in Bhutan.It functions under the direction and supervision of the National Pension Board consisting of members representing various stakeholders. Independent Committees such the Government Working Committee and the Investment Advisory Management Committee support the National Pension Board for providing supervision, guidance and advices on the operations of the National Pension and Provident Fund. After taking over the Government Employee’s Provident Fund (GEPF), which had been in effect since 1976 administered by the Royal Insurance Corporation of Bhutan (RICB), it was restructured and replaced by the National Pension and Provident Fund Plan. It constitutes a two-tiered old age protection plan with the objective to provide monthly income as well as lump sum payment to the members on retirement. Tier 1 covers the National Pension Plan, which is a partially funded Pay-As-You-Go system defined benefit scheme. It is an old age security protection scheme that obtains contributions during the working period and provides benefits after retirement to its members and their spouses. Tier 2 covers the National Provident Fund Plan, which is a fully funded defined contribution scheme. Under the scheme, members receive lump sum payments of accumulated balances upon retirement.

PARTICIPANTS: The participants for this course will be selected by Bhutan Power Corporation and National Pension & Provident Fund. There will be a minimum of 19 participants from BPC and 3 participants from NPPF attending this program.
