Short Term External Training and Study Visit Program on Cleaner Production, Market Mechanisms and MRV for Industrial Processes, 27 Feb – 05 Mar 2017

Climate Change today is a major threat to humanity, and the fight against it is one of the biggest challenges the mankind is facing. Selected consequences of climate change can be sudden increase of sea level; rising occurrences of flooding, uncontrolled precipitations and hurricanes; or desertification of some part of the world. The identified cause to climate change is the abnormal greenhouse effect caused by greenhouse gases (GHGs) from anthropogenic sources including industries which emit everyday into the atmosphere.

Like all developing countries, recently Bhutan has also put its emphasis for industrial development – a task which is not only energy intensive but also a major a sources of GHGs. Energy Sector of Bhutan, administrated by Ministry of Agriculture & Forestry and Ministry of Economic Affairs, is seeking a must needed policy that will fully ensure reliable, affordable, sustainable and environmentally sound energy for years to come. Bhutan’s growing economy, increasing population and rising living standards should be sustained by a plausible energy policy with emphasis on universal provision of affordable energy services for long time to come. Hence to achieve this ambitious goal, enhancing or updating the knowledge of the government officials as well as engineers and officials working at the private sectors and industries on Cleaner Production, CDM, MRV System, and implementation and monitoring of the project activities are very much needed. Alongside for enhancing clean energy access in Bhutan, the Baseline National Energy Consumption and Emission Data Collection and Information System Upgrading will require well experienced and trained personnel who have been exposed to some selected and successful benchmarked countries to be able to learn from. To meet those needs and requirements, the training program on “Cleaner Production, CDM and MRV for Industrial Processes” is a timely one which aim to expose the participants to a diverse range of assessment method for industrial processes including cleaner production, methods for emission reduction, climate change mitigation approaches including CDM and NAMA, and their utilization in the financial market for the development of the country. The program will equip participants with the project management knowledge along with advanced assessment methods in decision making for sustainable environment, and clean and safer society.

The “Cleaner Production, CDM and MRV for Industrial Processes” is a one-week long customized professional training program, which is specially designed in response to a recent request from the Environmental Unit, Ministry of Economic Affairs, Royal Government of Bhutan. The participants of this program will be staffs and engineers from private sectors and offices under Ministry of Economic Affairs and other ministries. The program will ensure that the participants acquire knowledge and uplift their understanding of the fundamental approaches towards Cleaner Production, CDM and MRV; which are the keys to understand the technological basis of the clean energy systems and climate change mitigation. Upon completion of this program, it is anticipated that the participants will have full understanding on the following aspects:

  • Knowledge and awareness on Cleaner Production for industrial processes
  • Knowledge and skills in CDM PoA (Program of Actions) to develop compatible and effective MRV System, and benefit from the carbon finance
  • Knowledge on Nationally Appropriate Mitigation Actions (NAMA)
  • Capacities for developing NAMA and MRV Systems for energy and industry related projects
  • Knowledge on how to acquire carbon finance for clean energy projects
  • Energy and industry related program/projects management skills and capacity

The overall content of this professional development training program will have 3 modules combining technical input sessions, study visits and field trips, and finally an integration and presentation session at the end. The main focus of this professional training program will be more towards experiential learning combining sharing experiences, lessons learnt, study and exposure visits. The participants will be able to learn and extend their professional knowledge on the practical utilization of Cleaner Production, Clean Development Mechanism (CDM), Carbon Financing, and MRV Process and acquaintance with case studies on the implementation of clean energy and industry relevant projects.

The program will commence with the arrival of participants on the 26th of February 2017. This one-week (27 Feb - 05 Mar) program will be held in Bangkok and in AIT Campus in Pathumthani Province. The study visits and field trips will be conducted in the Central or Eastern Thailand. The detailed program schedule is attached in the subsequent sections of the folder.
