The 15 days Short Term External Training and Study Visit Program on “ESIA, CDM and MRV for Clean Energy Access and Services”01-15 August 2016 will commence with the arrival of participants on the 01st of August 2016. The training program are two weeks long program will begin on the 01st August and continue till 15th August 2016. The program will be held in Bangkok and in AIT Campus in Pathumthani Province. The study visits and field trips will be conducted in the central Thailand covering Bangkok and neighboring provinces only.
Background
Evidence is growing that production from conventional oil resources has already peaked, and that, at current usage rates, similar peaks will occur in the foreseeable future for natural gas and coal. Hydropower is the only renewable energy Technology which is presently commercially viable on a large scale. It constitutes of four major advantages i.e., renewable, produces negligible amounts of greenhouse gases, store large amount of energy in less cost and production can be regulated with respect to the demand.
On the other hand climate change today is a major threat to humanity, and the fight against it is one of the biggest challenges the mankind is facing. Selected consequences of climate change can be sudden increase of sea level; rising occurrences of flooding, uncontrolled precipitations and hurricanes; or desertification of some part of the world. The identified cause to climate change is the abnormal greenhouse effect caused by anthropogenic greenhouse gases (GHG) that human beings through different activities emit day in day out into the atmosphere. The Government of Ethiopia under its CRGE and GTP plan is determined to take measures towards providing the community with reliable, affordable, and clean energy services that are needed to enhance the livelihood of the people and to fuel the progress of economic growth. Hence to achieve this ambitious goal, enhancing or updating the knowledge of the national and regional implementers of the program at different level of systematic program management on basic principles of ESIA application, Quality Control and Standardization, MRV System, donor fund management, implementation, follow-up and monitoring of the project activities are very much needed. Alongside for enhancing clean energy access in Ethiopia, the Baseline National Energy Consumption Data Collection and Information System Upgrading will require well experienced and trained personnel who have been exposed to some selected and successful benchmarked countries to be able to learn from. |
Environmental and Social Impact Assessment (ESIA)is the formal process used to predict the environmental and socio-economic consequences of a plan, policy, program or project prior to the decision to move forward with the proposed action. Clean Development Mechanism (CDM), defined in Article 12 of the Protocol, and allows a country with an emission-reduction or emission-limitation commitment under the Kyoto Protocol (Annex B Party) to implement an emission-reduction project in developing countries. Such projects can earn saleable certified emission reduction (CER) credits, each equivalent to one tone of CO2, which can be counted towards meeting Kyoto targets.
Measurement, Reporting and Verification (MRV) is a term used to describe all measures which a state takes to collect data on emissions, mitigation actions and support, to compile this information in reports and inventories, and to subject these to some form of international review or analysis. |
To meet those needs and requirements, the training program on “ESIA, CDM and MRV for Clean Energy Access and Services” is aimed to expose the participants to a diverse range of assessment methods for environmental and social safeguards, carbon mitigation and its utilization in the market for the development of countries. It will equip participants with the project management knowledge along with advanced assessment methods in decision making for sustainable environment, and clean and safer society.
The “ESIA, CDM and MRV for Clean Energy Access and Services” is a 2-weeks long customized professional training program, which is specially designed in response to a recent request from the Environmental Impact Assessment and Social Development Office, Ministry of Water, Irrigation and Energy (MoWIE), Ethiopia. The participants of this program will be senior officials, managers and engineers from the Environmental Impact Assessment and Social Development Office of Ethiopia. The Program will be coordinated by the AIT Extension of Asian Institute of Technology (AIT), which is located in Thailand.
Program Outline
The main focus of this professional training program will be more towards experiential learning combining sharing experiences, lessons learnt, study and exposure visits. The participants will be able to learn and extend their professional knowledge on the practical utilization of Environmental and Social Impact Assessment (ESIA), Clean Development Mechanism (CDM), Carbon Financing, and MRV Process and acquaintance with case studies on the implementation of clean energy projects.
The program has been designed in the form of 3 modules (A,B&C) combining technical input sessions, study visits and field trips, and finally an integration and presentation session at the end.
Module A: Technical inputs sessions in the form of lectures/seminars, case studies, exercise and role play games will be delivered on following aspects: (i) Environmental and Social Impact Assessment (ESIA) – the process & practices in irrigation and energy related programs/projects, (ii) Clean Development Mechanisms (CDM) - formalizing CDM Projects and methodological phase included in it, (iii) The CDM Process and Practices (approaches like PDD and probable CDM PoA for renewable projects), (iv) The MRV System – approaches and techniques/methods, (v) MRV Standards and its application to energy projects in Developing countries, (vi) International Carbon Financing - mechanism, monitoring tools and methodologies, (vii) Green Economy Development, (viii) Clean Energy Technologies, (ix) Techniques for Donor Fund Management , (x) Project Management Cycle
Module B: Study Visits and Field Trips will be conducted to relevant organizations and different sites in Thailand to learn and observe different approaches for ESIA, CDM, MRV and Carbon Financing. These will cover the following aspects: (i) Department of Alternative Energy Development (DEDE), Ministry of Energy, (ii) Office of Natural Resources and Environmental Policy and Planning, (iii) Relevant Educational and Research Institutes.
Module C: An Integration and Presentation Session will be conducted at the end of the program. In this session the participants will prepare presentations on lessons learnt and key learning points (KLP) that would bring changes to their organization as they play the role as leaders. Groups will be formed and the participants will be assisted to prepare their presentations and their future course of action in the form of a Group Action Plan/Project (GAP). The content of the presentation will be discussed by the course director and the presentation will be mandatory for participants receiving certificates of successful completion of the course.
Learning Outcomes
After the completion of this program will ensure that the participants acquire knowledge and uplift their understanding of the fundamental approaches towards ESIA, CDM and MRV; which are the keys to understand the technological basis of the clean energy systems, climate change mitigation and adaptation. Upon completion of this program, we expect that the participants will have full understanding on the following aspects:
- Capacities with respect to ESIA process along with its development, review and appraisal techniques
- Knowledge and skills in CDM PoA (Program of Actions) to develop compatible and effective MRV System, and benefit from the carbon finance
- Capacities for developing MRV Systems for energy, irrigation and water projects
- Knowledge on how to acquire carbon finance for clean energy projects
- Skills in donor fund management
- Irrigation and energy program/projects management skills and capacity
- Participants will also able to learn and understand about the multicultural and society of Thailand.
