Professional Development Course on Advanced Public-Sector Management Strategies and Tools for Administrators and Decision Makers, 13 – 19 August 2017

This five day professional development course is designed for senior policy makers, administrators and planners employed in government departments at the central level, as well as senior executives and directors at the provincial administrative offices. The course aims to develop the mindset of senior government officials towards new views on public administration reforms and policies based on current development requirements and challenges faced by the global community. The program provides opportunities to assess effectiveness and practicality of advanced public sector management tools in Sri Lankan contexts, considering lessons learned from practice in neighboring countries.

Globalization and transformation in the world economy are the key challenges for public administrators in developing countries. Emerging international agreements and concepts such as Sustainable Development Goals (SDGs), global citizenship, the World Bank’s ease of doing business, international trades, etc., are the major driving forces behind these developments. Principal policy makers, planners and administrators in government organizations and relevant agencies are the key actors to recommend and formulate policies that take into consideration current circumstances. National development policies and plans need to be developed that formulate a sense of ownership from stakeholders, within and outside the country, by addressing their interests and expectations.

In this respect, government organizations may need to introduce standards and measures to effectively and efficiently administer and monitor public services which will satisfy public expectations. The management system will also need to be responsive to the demands of diverse beneficiaries, and should promote interdepartmental interaction in order to save costs and increase the productivity of diverse service units.

It is also important that the regulatory bodies and planning authorities are supported by fair performance-based evaluation system and by well-trained staff who can guide continuous improvement of the organizational performance. The success of programs and projects of the government can be measured by both national and international targets which help determining the level of progress in global perspective.

OBJECTIVES

The objectives of this program are as follows:  

  • The participants are inspired and start having positive mind-set and the desire to develop public policies and strategies based on national development needs based on current trends of globalization,
  •  Enhanced merits of using performance-based management practices in public policy planning; creating norms and standards in public service management; and monitoring and evaluation of public services and development projects,
  • The participants will be introduced with public sector management tools to enhance their organizational performance, productivity, stakeholder engagement and sustainability of the government policies,
  • Enhanced practical knowledge on measurement of outcomes and reporting, especially in determining the level of achievement of public policies at national and global level, and
  • Practical examples and lesson learned on policies and actions in Thailand that can be adopted in Sri Lanka
