Participants: Mid-level management government officials, policy analyst, engineers, planner, environmental planner/environmentalist, rural and urban planner.

Course Brief:
This course aims to develop management strategies and systems for disaster preparedness, prevention/mitigation, response, recovery and reconstruction. Also utilize risk management principles in the context of their own geographical, socio-economic and cultural situations as well as identify key implementation issues and requirements in their organizations for disaster management.

Course content covers introduction to disaster management, disaster risk management methods, disaster preparedness planning, response, recovery and reconstruction and also study visit to the affected areas. Participants are assigned to develop an action plan for their own organizations, and present this to an expert panel at the end of the course.

Course Contents:

The course design is modular and will cover following topics related to disaster management:

• Introduction to Disaster Management
  Disaster management principles, terminology; models and current approaches to disaster management; relationships between disaster management and development, gender, environment, globalization, food security, and stakeholder participation.
• Disaster Risk Management Methods
  Methodologies for disaster risk management; tools for understanding and assessing hazards, vulnerability factors, and response capacities of various institutions;  strategies for disaster prevention and mitigation through early warning systems; structural, community, and institutional mechanisms.
• Disaster Preparedness Planning
  Strategies for setting up an emergency coordination agency; damage assessment, needs analysis, emergency health services, evacuation, food and water provisions, sanitation/disinfection; information dissemination.
• Response, Recovery and Reconstruction
  Post-disaster management process; management strategies for coordination among government departments, local, national, regional and international agencies as well as private and NGOs; community-based reconstruction issues.
• Action Plan Development
  Participants will be asked to work in small groups to develop an action plan for comprehensive disaster management at local level.  The groups will be formed based on competencies and background. Each group will have a leader and focus on a particular type of disaster.  Mock planning exercises will be carried out in different disaster situations.  Groups will be asked to present their action plans and discussions on leadership during crisis situations will be held.
• Study Visits
  Study visits to provide exposure on organization set up for disaster preparedness planning and management, role and responsibility of government and non-governmental organizations and effective coordination mechanism in responding to situations and impacts, strategies and measures to minimize impact, rehabilitation of public infrastructure and settlement, planning and management of reconstruction, etc.
